About Us

Upstate Telecommunications Corporation (UTC) is a Not-for-Profit Local Development Corporation pursuant to Sections 402 and 1411 of the Not-for-Profit Corporation Law of the State of New York. 

It was established in May 2004 and is governed by a Board of Directors whose members are appointed by the County Executive of Monroe County.

UTC provides technological support to the County of Monroe for its software and hardware systems.
